With WHMCS Gateway Manager you can set limits for gateways, which means that when a gateway has processed X amount of transactions or more than an X amount of money your WHMCS will automatically enforce the next gateway to be used.

If you use more than one gateway to handle client transactions and want to spread the load, the module will help you handle it by forcing clients to use the currently active Gateway, and once hitting the limit switching to the next gateway module.
